This whole song is an arrangement of the theme first heard in level 1-1 of Super Mario Bros. 3. Notice the connection between 0:25-0:44 of this song and 0:16-0:29 of SMB3's overworld theme (go to GilvaSunner's channel for that)? The chord progression of the rest of the tune is similar to it as well.

Mattrizzle Yep. Quite fitting too in context, since the Koopa Bros fortress then also uses remixes of the castle, airship, and hammer bros themes from the same game.

@@BarbonRS It's crazy that Paper Mario is now about twice as old as it was when I posted my first comment here! Hopefully the release of the Super Mario RPG remake will be a sign of good things to come for future Mario RPGs, or we'll at least get remakes of this game and The Thousand-Year Door.
