Don’t forget Pam was born to a Gohan that not only had access to ss2 but could use that same energy to boost his base form to face buu. @powpowouchy5 reaching pretty far to compare that to real life, my immediate example that comes to mind is; goku meditated when he was younger plenty and so on, but there's an episode where vegeta is meditating in super and goku asks what he's doing and how it will help as if he has no understanding/recollection of meditation at all. Nobody's character growth, especially goku's is consistent or linear in the series. He could learn something in one episode, improve upon it in the next, and completely forget it ever happened after that. So as a testament to his character, gokus growth is nearly non existent and is completely fluid, changing only how the writers want to serve whatever plot point is being focused on during that moment. Not a deliberate tangent, I just over did my explanation and used way to many words
