But my family has the Palmer surname and they come from France, so does that mean they’re not French?

It's hard to say without first tracing one's genealogy. There are French Palmers, but not many. The more common name in France is Palmier.

I thought I was French. I did a DNA test and have no French. Actually Scandinavian, Irish.

Just look at all the variations Palmer, Paumer, Palmier, Palmere and Palma. All similar but different meanings (mainly the Bavarian), but roots to pilgrimages to the Holy Land. A name earned and spread amongst Europe. Notably; England, Ireland, France, Germany, Spain and Italy (very spread). It’s definitely got roots from French originally. I know at least with my heritage it’s noted with English with all French roots.
