That was exactly India's condition in 1960s. Things drastically changed after 1991 liberalisation.

Electricity Unit is free up to 200 units in India .. but only in some states(3-4) with certain conditions that the consumer will expense under 200 units per month. This is also a fact that electricity price per unit is fine everywhere in India and most of the Indian families are capable of paying the bills.

Agree with you. Punjab main 300 unit free hai per month. but agar 301 ho gaya toh general community ko bill dena padega, SC/ST community ko total free hai. Punjab main takreeban 20 lakh gharo ko total free hai electricity. Total 55 lakh ghar hai punjab main, 3 crore total population

bill is not free, it has slabs, so for a house with say 1 fan, 1 light, 1 fridge tv is under 300 units, so they only pay rental, this helps poor people However if your unit goes above 300 you get billed for it.
