Who does she only have one eye in blue makeup?

Because she had some allergy problems with the other eye in the past week or so. So probably it's still sensitive.
I appreciate Brenda has a bad eye. But it looks ridiculous to have one eye lined, in BLUE and the other bare. Like who even suggested that? Or allowed it? “Brenda for your own benefit, we really should line the good eye in blue.”
