This is a Greeting Card for the Holidays with Oswald and Ortensia by Disney Japan. Oswald tries to get home to Ortensia for Christmas.

Old cartoons probably did the telescope thing so they’d have less to animate! If most of the screen is black they don’t have to do anything with it.

Since her Disney Parks debut, her dress and hat are green to not make children confuse her with Minnie and give her a unique color.
