That’s how he speaks. He had a speech impediment as a child. He couldn’t speak but a few words. He stuttered extremely bad beyond that. Once he went to prison he taught himself how to speak properly. He speaks at that pace to prevent the stutter issues from taking over. I say that man is amazing what he was able to do based on what GOD gave him. They put kids on all kinds of meds just to eliminate a bad stutter problem. He did it all by himself. No meds. Just a certain speech method.
