OPINION: Indian Navy's 4 Helicopter Carrier = No INS VISHAL | Economic perspective

The Navy was looking for a hybrid design called Multi-Role Support Vessel (MRSV) which is similar in design to the ARMARIS-built Mistral. Indian Navy initiated a project called ‘Multi-Role Support Vessel program’ for building 4 Landing Platform Docks. The tender has been issued to Reliance Defense and L&T. Both firms have partnered with foreign firms like NAVAL GRP(France) and Navantia(Spain) respectively to built the LPDs. Two LPDs will be built by private firms, and the remaining two LPDs will be built by Hindustan Shipyard Limited(HSL). By the end of 2028, the contract will be finalized. The procurement of LPD will also improve the Disaster Relief and Search & Rescue capabilities.
The Navy requires that the ships be no more than 215 meters long and have a draft no more than 8 meters in full load conditions. The ships will be powered by electric propulsion systems, have an endurance of 45 days with a maximum sustained speed of no less than 20 knots

Army's budget should be limited to 33% of the defence budget. Right now they use 65% of the defence budget and navy only 11%. Navy is the most important force for an emerging power. No major power neglects navy as much as us

Rather spending money on these 'phoreign maals' we should try to design it in our home..If we can make a 40k ton AC then it should be quite smooth for us.. Making a Vtol aircraft is extremely difficult, it took the Soviets more than 2 decades to develop it and we are just starting our aeronautical industry and we cannot build our own engines as of yet. VTOL jets require complicated engines and other design and development. The better solution would be to give the navy a bigger budget. I don't understand why the navy only gets 12% of the budget, it should get at least 20%, the army eats up most of the budget but still imports most of its equipment and ignore Indian platforms such as the Arjun. After more than a decade of development now they are telling that they didn't like the design but could not cooperate before. The navy helps in R&d and cooperates with shipyards for its designs and contracts most of it's ships in India.

There are two parts to the question you are asking - 1. Aircraft carriers are behemoths which are exposed as slow, lumbering vehicles in the open seas. The future of naval warfare is going to be Jet Aircraft with Anti-Ship missiles and even say hypersonic anti-ship missiles launched from mobile canisters. THEREFORE for the future you need smaller ships, more mobile ships, which can behave like a swarm and therefore more difficult to target but still lethal in terms of power projection. The swarm ships should be the equivalent of an aircraft carrier in terms of reach, strike capabilities and power projection with none of the vulnerability of Aircraft carriers. 2. Aircraft carriers need to be able to outreach to do surveillance, engage enemy aircraft, bomb ships and bomb land targets. The American Naval fleet commander had made a statement recently that he doesn't want ANY manned aircraft launched from his naval ships after 10 years. All aircraft will have to be unmanned drones! So this is where the future of Naval warfare is going. You need VTOL drones (which can be tiny) with lethal capabilities of maneuverability, carrying capacity and range. Maybe a hybrid drone of Turboprop plus jet with stealth characteristics would be ideal. Backed by a helicopter fleet for controlling the drone swarm and provide lethal missile capabilities. Finally backed by amphibious drones and undersea drones.

In that case total weight will hardly increased to 25000 - 30000 tonnes. For India specific modifications 3 best options will be Japanese Izumo class, spanish juan carlos class and french mistral class. As their structure have close resembles with our requirements. So we can modify them easily as per needs.

I think 4 Mistral Class will be a great addition I mean we had a chance to buy 2 but we didn't want to risk our friendship with Russia. Anyways 4 Mistral with a fleet of Indian made and some foreign heli can make a good option even US army is trying to land their Apache's on to their ships and navy version of Chinook is being thought as well. So not a bad option plus these ships can carry Indian Army troops with Airforce Army and Navy Helicopters making them truly a joint system. best way to procure them will be to build 2 in India and 2 in France (for strategic reasons). 3rd AC we should go for it cuz when the economy gets better. the next carrier should be similar to INS Vikrant cuz building Vikrant has taught us many things and it should not go in waste. Uk did an excellent job they designed carriers and built two at the same time while buying F35B now within the span of the decade they went from no carrier to 2 highly advanced carriers. we should take a similar thought process and build INS Vikrant 1 and 2 at the same time but its not possible now. But if we can develop tejas vtol(example) then build 2 carriers around them or add more heli carriers with these planes.

Indigenous development of a V/STOL aircraft and getting it into service would at least take 15-20 years. if you look at the TEDBF's expected induction date that it self is 10 years in the future and it is largely based on the NLCA.. You can make a case for scrapping the Vishal by saying we dont actually need an ACC in the western theater given the adversarial navy's capacity, so two carriers that would ensure that one is always active in the Indian ocean region(while the other is in service), but these helicopter carriers won't be able to bring the same capabilities as the Vishal would've brought to the Indian Ocean theater.

We already are not spending enough in defence, it's less than 2% of the GDP against a conventional 3% prescription. So i think navy's demand should not be taken lightly. We should procure third AC too.

Ish tarah, naval demand vi pura ho sakta hay, our mrcbf scrap krke F35 purchase krke US se, N-AMCA k lie help lecar, usko STOVL capable banana chaiye

Feel like such helicopter carriers are required along with capability for carrying amphibious assault vehicles. But an aircraft carrier is an aircraft carrier. Nothing can replace it's place But given the current situation, we can opt for such carriers and push the 3rd aircraft carrier to later date but any how have a 3rd aircraft carrier

We should go for purchase of helicopter carriers like mistrals and arm them with combo of anti submarine choppers and F 35c . It should be enough for India to maintain naval supermacy in IOR with another 2 carrier battle groups. Navy must delay the third aircraft carrier for atleast 7-8 years.

As per the requirements of Indian Navy they need 4 helicopter carriers then if navy goes with USS America class helicopter carriers then it is possible that US will provide us F 35 B lighting II fighter jets so that navy can operate these ships with full strength as 20 of such aircrafts can be operated from these ships and they can also serve as amphibious assault ships so that we can easily penetrate our enemy (China and Pakistan). If navy goes with any other helicopter carriers of other contenders then chances of getting F 35 B lighting II are very less and then our navy have to operate only helicopters and will not be able to use these ships with full capacity. US will provide us these fighter jets and their best helicopters like MH 60 R and Apache as accessories of these ships. If navy goes with 6 such ships then INS Vishal's program can also be postponed and navy might get these ships at very cheaper cost and more in number which will add up the number of ships. Also in today's world the country which has strongest navy can attack on any country as you take your whole naval firepower directly on the doors of your enemy. Also more number of such ships will be difficult to sink. I actually decided to comment it on Navy's official KZread channel but they have turned off their comment section. May be you can reach my messages to them.

IAC 2 can wait as it is like putting money in one large basket. LHD concept is good which should be able to launch Brahmos missiles and should have anti aircraft, Anti submarine capabilities. India should invest in a cruiser category ship that can launch 30 Brahmos ER or NG versions along with advanced anti aircraft and anti submarine capabilities.

This should be a add on.. but Navy needs another AC other than INAC Vikrant which is WIP. Vikramaditya is already 13-14 years old. Its reqd so that east and west both maritime borders stay protected esp from China (in east) and Pakistan (in west). It's also reqd from the economic safety point of view.

I do agree with amit's opinion, but if we can develop a Harrier version of our MWF and AMCA , we can seamlessly integrate it with our Helicopter Carrier but still we need aircraft carriers(AC). I do understand that design and development(D&D) of a AC is a time and monetary consuming process, but we have to learn the technique of reduction in D&D time consumption and invent a modular architecture AC which can be improvised 2-3 decades later, inline with what siddhartha bhowmik has conveyed. I totally disagree with (respected) CDS opinion that we don't need a AC, rather I will say our Navy is being Frugal owing to the nature that we have less money to spend. In my opinion our require's atleast 5 aircraft carriers, 1 Bay of bengal , 1 Arabian sea, 1 indian ocean region, 1 docked at vishkhapatnam and 1 docked at mumbai on standby. I do understand that a AC comes with its own fleet of destroyer, etc but in no way you can address it with a heli carrier. I also understand that we are looking forward to our SSN program, but in my opinion Navy's war is divided into 2 parts one is on the water surface and other in the depth of the sea and we have to strike a balance between these two. I would also like to point out that the distribution of our navy budget should be more surface of water centric than sub-surface. Regards Sandeep

Instead of going for 4 LHD at 2.6 billion dollars at capacity of 20000-25000 tonnes we should go for something of the capacity of Wasp/America class or bit smaller with capacity of around 34000-38000 tonnes which supports STOVL fighters. In that way if we could negotiate with US for F35B in some way we could operate a squadron of 16-18 fighters on each ship along with 2 Multi Utility helicopter,6ASW helicopters like MH60 R/ Seaking. The 4 ships can be built at around 4-5 billion dollars, arming them would take another 2-3billion dollars,2 squadrons of 16/18 fighters would cost us no less than 6 billion dollars. The rest 2 we could use as LHD purely or only till we develop STOVL fighters or any good fighter is available. In the mean time we acquire important technologies like CATOBAR & EMALS within a time frame of 8-10 years which would help us in developing our 2nd indigenous carrier 2,by that time hope we would have less budget constraints & we would be better equipped to built it.

Option of LSD without F35 will be disaster... If all it can carry is 4 tanks and few amphibious vehicles... It can't turn the war. Nor it can do area dominance with helicopters... So it will not be able to do either... Sure it will be strong force multiplier for islands of Andaman and Nicobar... And rescue missions but will it be smart investment?

China has launched a similar craft has 3 in construction One was crippled by fire during construction . One of these LSD s was planned by China to be stationed to be on the Bay of Bengal .INS Jalaswa from the US cannot be used in operation but only for training due to Wet lease conditions. Essentially is is a troop carrier for launching Surgical Strikes Combat batttalions with T15 Armada Tanks, Vajra & Attack choppers with Chinnok troop Carriers for Rapid deployments especially in the Indian Ocean zone as well as the shipping lanes of the Middle East. This is essential for the Navy for Projection of Force . During Peace times this can be used for Evacuation purpose. As well as recce functions of projection of Power. This also compliments an Aircraft Carrier fleet. Since it incorporates Sicorsky Anti Submarine choppers as Defence weapon If the Indian Navy insists as in your presentation a third Aircraft Carrier Vishal there is already a proposition by the UK to replicate its HMS Elizebeth blue print & assembly at Cochin for minimal down time in Construction. Also because of The Carona Virus a French Aircraft Carrier as well as the USS Roosevelt the Nuclear Aircraft Carrier is effected to fumingate & disinfect these 3000 crew crafts is an expensive proposition for these host Countries especially post Carona period when they are in A Finacial crunch. Its opportunity time for Indian Navy to have the capacity to take the battle to the Enemy Cost of Shanghai & Beijing as a deterrence & it reassures the coastal states of South East Asia not to do a tumble as Phillipines to please China. For the US it would mean delegating pressure on its presence not only in the Indian Ocean but South China Seas by the Quad Alliance members. It’s a win Win situation for all members. India could convince the US to consider Wet Leasing the USS Roseveltvto Indian Navy as INS Vishal akin to INSChakra the Nuclear Sub To Effectively contain China from its String of Pearls Strategy in the Indian Ocean to be a threat to the Middle East Sea lanes. This would also protect not only Malaysia ,Singapore,Indonesia at the Mallacoota Straits but India’s proposed Vladivostok / Chennai Shipping route in future. Sun is The biggest disinfectant especially in Indian Ocean zone where temperatures shot to over 50degreese. Before Indian subcontractors fumingate these Man of Wars. If not Nuclear Air Craft Carrier the the French Aircraft Carrier for the host state it would also incorporate Aircraft platforms for the French Raffele Naval version for the US F 35 B Naval VT& L version. It’s an opportunity by default. For India it would be a quantum leap. Nathan Sekhar Sydney Australia.
