Hm...I depends on if you're trying to just get more skins in general by getting skin shards or not. The bags are fun, but definitely super rng...So unless you're really lucky/own most of the skins already, you're very unlikely to get a prestige skin from it

They are, they just have not be in any of the shops. And no, I don't believe the quality of the skins used effect the chance for a prestige. You'd have to ask riot to be sure, though
