Foxy was pretty dumb in the series, but he was creative, if someone smarter got the Slow Slow fruit, they would legit be a warlord, cause that fruit can be really really strong and can technically counter anything. So once OP-07 comes to america I might play that leader, might be interesting!

They’re not “missing”… That artwork is from the series pulled straight from the manga at a point in the story where both Crocodile and Jinbe’s status as warlords were being revoked. Both were thrown into high security prison and weren’t aloud to take the governments side in this battle, there for also wouldn’t be present in this picture. Croc had just lost to a young upstart and had his corruption revealed, and Jinbe was defying orders, so both were thrown into prison and were no longer warlords. The Government had actually just hired Blackbeard to be one of their replacements… Blackbeard arrives to the party after this scene where the rest of them are standing together, but why wouldn’t blackbeard be “missing” when the other 2 you mentioned literally weren’t warlords anymore at this point?
