Feels weaker than regular shanks or I'm just bad.

This is not maxed. You could have up to 10 skill slots with the Soul Map from DLC. For 6 skill slots, I'd recommend the following setup: Cheat Death, Undying, Tenacity, Concentration, FFB Enhancement and Hero's Strength. Also, Film Red Shanks actually has two level of Haki: level 1 when his sword glows red; and level 2 when his body radiates red/black lightning and the sword aura becomes fiercer. Using FFB will automatically keep him charged at level 1, but you can increase it to level 2 by pressing square (quick attack) after a triangle combo. This will empower his C1 (triangle) attack; level 2 C1 can instantly break enemy guard.
