Prior to Ronaldo, players like Rui Costa and Figo already made Portugal a force to be reckoned with. Following your logic, Cruijff is the GOAT - guding a country with no football history extremely close to a World Cup. I don't think that Cruijff is the GOAT (Pele, Messi or Maradona deserve that title), but he was - technically and tactically - clearly superior to your idol.
