i wish there's another way, but there wasn't just because at the time i didn't have my other gear or setup so i had to make due and start anew.

I was just here this morning, but down on the bank, not the rocks. No bites.

I think i've gone fishing there once

I cant fish there because I only get snagged every single time me and my brother went and wasted about $30 of equipment because we got snagged every single time. How can we fix this?

It's a common issue with dam fishing, because almost everything snags on the riprap (rock/concrete wall and floor). Best thing to to in my opinion is have a leader tied to your main line via direct knot or swivel, have a loop knot for however many baits/jigs you'll be using, and have a weight at the bottom. I typically use a 2oz weight when casting into the slower current behind the fast current coming out of the gates, or when dead-sticking/ slowly trolling along the wall.
