Hi Yes all the zeros on left most side can be ignored no problem as 053 is same as 53

because in binary number system 011= 3,010=2,001=1. so when the octal number is (123)^8 it is 001 010 011

111000011. If you take 1110011,converting it into octal gives you 163 but not 703. Zeroes should be neglected only if they are at starting ( left side) ,not if in the middle or right.
