Restraining orders are mostly useless. People(mostly women) are harmed while on a RO or PFA all the time. Most police depts. are too busy to bother with complaints about violations, or the response is usually late. Attorneys love getting paid to file them.

Honestly I saw him commit two counts of assault. One when he wrapped his legs around the security guards legs and tripped him. Another one he placed his hands on a person who didn't want to be touched. We have laws to keep a civil society. Edit: And I'm American I do know enough of Canadian laws to keep me out of jail if I ever decide to visit y'all. With no disrespect I have no plans on ever visiting any country outside of the United States. It's more of a medical thing than it is a personal issue with any one country. I have severe PTSD which makes it almost incredibly hard to be in any type of public domain.

Yes, it is but security guards have little to no discretion on how they carry their tasks. It's up to the employer/property owner to decide what they can and cannot do. Unfortunately nowadays unless the guard works in retail theft prevention it is usually observe & report only.
