I think the "Ну, погоди!" tattoo was made prior to the events, and Wolf didn't have a chance to show it (as he never had a chance to say his catchphrase to Hare during the episode. Hare is not doing it on purpose, he was always portrayed as a honor student, a good child in the cartoon. If you look at their legs during the walk, Hare can't catch up to Wolf's long step, that makes Hare walk awkwardly, and that's why he clumsily steps on Wolf's pants.

Hare was a child so he can get through but Wolf is adult so he can't^^ 14:05 - in the end Wolf have said only "Noo zayats" and than ripped his shirt (that kind of shirt with the navi marine motive of blue and white stripes called "telnyashka" in Russia) apart just to show a chest tattoo that reads his catchphrase ("Noo pogodi!") so has no need to tell it in vocal)) By the way, there's a mistake in this tattoo where letter O in ПОГОДИ is initially written as A (ПОГАДИ) but is crossed as an error and the correct letter (O) was added to the tattoo - it's so funny, just imagine someone to made an error in the word in tattoo and than corrected it that way XDD

Don't ask "how?", don't seek logics and physics in cartoons. 😆😆
