What a shame that young people learning to speak English have affected that obnoxious Upspeak manner of talking. Pro Tip: educated people in the US do NOT speak in this fashion.

What do you mean? Like, every sentence sounding like a question? Spanish does this even more than English. Sometimes the difference between a . and a ? in Spanish is the Upspeak at the end of a sentence. No malice :)

Is their second language (or third they also speak Italian), and they are dancers not people who work with language, be grateful of the effort they are doing so you can understand what they say. Pro Tip, all US people that I know living in Buenos Aires are pretty bad speaking in a second language, but we get the idea they are foreign and they will never talk as native do, be empathetic.
