So i have watched this a ridiculous number of times and i just noticed that at 6:56 to about 7:01 it looks like Noel is copping a feel from the guy by placing his hand...low

The only one who commented on his actual form was Keith. Not at all sure what to make of what the judge before Jack said, seemed somewhat backhanded

The judge before Jack was Lee Mack. The two are great friends and used to be room mates - it was just banter. He voted for Noel to go through and he was staring at Noel like he was seeing him for the first time! xD
