I've been here a few times. These are hydro, since you can see a jack underneath the elevator if you look from the outside.

I saw it over level and level back down

I thought the top floor was called, "P5", at first, but I just looked more closely, & then realized it was not "P5", it was "PS"! If it were called, "P5", then the numbers would have been mixed up, with the numbers 1-4 going backwards on the way up & the last floor just above "P1" being called, "P5", with the upward number of floors being called, "P4, P3, P2, P1, P5". By the way, "PS" stands for "Parking Street".
