NHI Bill | Panel discussion on how it will work and who will fund it

President Cyril Ramaphosa is today expected to sign the National Health Insurance Bill into law.
The Bill, which has been long in the making, has been a contentious issue between those who support it and those opposed to it.
Professor Alex van den Heever, Chair in the Field of Social Security Systems Administration and Management at Wits School of Governance, has refuted claims about the Bill, while Business Unity South Africa has threatened to challenge the Bill legally.
Some have questioned the timing of the signing of this Bill, 14 days ahead of the country's general elections.
Today's three panellists joining us virtually on this discussion are Professor Van den Heever, NEHAWU Deputy General Secretary December Mavuso, and Deputy CEO of Business Unity SA Khulekani Mathe.

    I work with a government clinic. Lightbulbs are not getting changed. Benches are broken. The money is allocated at treasury level but it never arrives at the clinic. 75% goes to cadres and their staff salaries, only 25% goes to medicines and equipment. NHI is just going to make more money available to steal. the nice private hospitals they are planning to take over will end up being manned by rude, poorly trained and lazy nurses. Maintenance and upkeep will be abandoned and the nice places will just become the new shtty places like the current public hospitals and clinics. Also, everyone keeps talking about how unfair it is that taxpayers get private care... if I take you out to dinner, buy your outfit for the evening, pay for your transport, pay for your hair and make up, pay for your hotel, pay for the movie, pay for your safe return home and give you pocket money afterwards... how is it unfair to you that the next day I choose to go to another venue without you? It is MY money! Taxpayers are already paying for everything given to non-taxpayers for free like free electricity, education, water, RDPs and more.. so how is it unfair to people who contribute nothing that the worker wants to spend his money on private care? On top of that, the people voting for the corrupt government that is stealing are the non-taxpayers to begin with!

    There are not enough taxpayers to outvote SASSA recipients. What I would suggest is that there be a law that says, yes, everyone has the right to vote, but taxpayers votes count 3 times.

Then 2/3 of the tax base leaves, the government has a fiscal deficit, things begin to really fall apart, unrest, hyper inflation and mass poverty follow. The smart thing is to just not steal the tax money that is already raised.

    I 👍 but some doctors will come back after the collapse of all the hospitals. They will open their own where you will only be taken care of after payment. It will lead to some of them giving experied medicine that can lead to kidney problems.

    The NHI funding will be deducted from your Tax, that would be even higher when you get your salary. (Investigations regarding the affordability of the National Health Insurance (NHI) reveal that each formally employed South African would be required to contribute R1,500 per month via a payroll tax to fulfill the Department of Health's funding projections.) And everything else on Tax goes up!! How are we suppose to make a living. Apart from the fact that everything that goes in a Fund or what ever, always ends up as Corruption.!!! The State hospitals could not be looked after. Now they want to implement a NHI Bill.?? ANC stood for 30 Years, what have they acomplished so far???

    Correct the people that are employed have to be up at early hours &travel to earn their bread &butter they can't hardly afford their monthly medical aid installments let alone help funding the bill. They already pay a huge government tax which they can't afford.Plus they must pay Rates . They Don't get water&electricity free. Food prices goes up all the time. They can even afford to buy meat now a days. Look at the prices of meat. With our government people became poorer. What we earn three quarters if not more goes to the government.     People please do not be ignorant. Its all political. Now I don't have medical aid just to make things clear. I use public clinics. My daughter was born in a public clinic. Retreat MOU to be specific. 1. The money that is supposed to upkeep public facilities is not managed properly. There is a lack of staff equipment is not repair or serviced to name a few. 2 Where will the money come from? People's taxes. VAT etc, 3. Regarding VAT for example on consumables will technically raise prices on on foods. Technically making us not afford food anymore already food does not last a whole month. 4. Fix the Public health system first. These people when they get sick you will not see them in public hospitals because theyknow that they are ran down. I have to fxxx stand in a line for 4 hour to be assisted. Let them fix the heath system first before jumping into things that they have not done research on

Just by creating more jobs within the municipalities (to be frank, so much more can be done) we can go a step forward a little, waste removal is a pandemic and the municipality has a vaccine.     First show us that you can run an NHI by running our current Public hospitals as it should be operated. At the moment there is no state hospital that is under ANC control that are running up to standard. Show me one, just one state hospital that does not struggle with mismanagement of funds and corruption, theft etc.

How have these issues been addressed to make these institutions sustainable over a long period.     If what is being contributed for Medical Aid is channeled to the NHI , that means the same tax payers who were paying for private Health Care will start paying for public Health Care (In addition to tax that they were already paying for free public services to work, and the tax also will be increased) , am I right by saying this ?     I pay tax and I pay my medical scheme for private Healthcare . I am not interested in making use of free health service which is sub standard which I have already paid for as a taxpayer. State hospitals will still be without medicine, sheets, blankets, broken equipment, delapidated dirty facilities, lazy obese incompetent nurses and staff run by unions. All government departments are in a mess like Dept of Education, police services, Transnet, Spoornet , ESCOM, DENEL, all State owned Enterprises, SAA, and even the military has gone for a loop. The health service will remain a shithole service.

How on earth will the State change it's bad management style, incompetent and corrupt cadres to become more productive, efficient and effective as all government departments has gone for a loop. The private hospitals have private shareholders who wants return on investment. If not profitable they will close down. The billions spent on private health care comes from the pockets of private people and NOT the state. Private schools are flourishing with private money.     @@rhonadenner9001 if you were a nurse especially PHC you will know that rural areas are the worst off with poor infrasture and resources. Poorly recourced community hospitals and clinics mostly not meeting the basic minimum standards of quality. The NHI will not provide more resources and will not be able to buy services in those areas. The Health Systems Trust did an audit on health facilities in the whole country with the shocking results compiled in the report to the Minister. Nothing happened since 2011. Conditions in state facilities are even worse than 2011. The socialistic ideologies and policies of the ANC will destroy the little that is left in the country.

    How can one have a national health nsurance in place when governmental hospitals which are supposed to be the backbone of the countries health care system for its citizens do not have adequate medica supplies,efficiently qualified medical staff( neighbour prescribed a variety of antibiotics at one go by a qualified intern practicing now for one year at a governmental hospital,in high doses,wrong combinations supposedly with the patient then having to fight "steven johns" syndrome!That's life threatening..)numerous cases of malpractice in town hospitals,where the poor blacks cannot confront them wth the law!) Hospitals look in shambles and like a marketplace.Filthy and unkempt.Why doesn't the president go in to town hospitals take his wife who is a doctor and go and do inspections there.The cries of the well qualified medical personnel are old now.Those staff members instead of focusing on doing there job efficiently have had to take it uoon themselves to fight for getting their work environment with equipment etc in order.

    The healthcare system in South Africa is in a dire state, primarily due to extensive corruption within the ANC, which has siphoned funds from the health sector for years. Despite their claims that these issues stem from 30 years ago, the reality is far more current and pressing. The government's new plan to dismantle private medical aids and redirect those funds into the public sector is alarming. Given the government's track record, there's a valid concern that these funds will disappear just as previous resources have. This move appears to be a desperate attempt by a struggling party to exploit the mostly unemployed population, extracting money that many simply don't have, to further enrich corrupt officials.

    1) the difference is that that the NHI fund will have much more money available from a the centralized fund to support the public sector hospitals, thus increasing their quality ( a hope and a prayer) , however this will likely lead to a decrease in the quality of the current private sector hospitals . So basically all South Africans will be part of a state owned medical aid. Depending on how they choose to gather the money i.e income tax or vat increase etc will determine who actually pays for this. If for instance they choose to increase income tax by 31% , only those who are formally employed will pay towards the fund , but all South Africans still have access. If they choose to only increase VAT that means all South Africans would contribute to the fund in some shape or form , but prices of everything would increase by about a 7%, since VAT would need to be increased to 21% . They can also choose a combination of approaches. 2) The current bill for all practical purposes bans the current medical aid business model that functions in SA, they will only be allowed to cover procedures not covered by NHI, so they become more like a niche gap cover(sortof)

    I am happy for this as your medical aid has become far too expensive to afford. My only concern is why has the government hospital caplapst and why. I don't see maintenance taking place when I go there. Why is there no correct systems in place that this has happened and will this lack of maintenance and medicine continue. It will only work if corruption stops in the government system. Otherwise it is great to give free health. I do battle after I have retired.

    What this guy from Nehawu doesnt seem to realise is that medical aid is a choice - a very expensive one, but a choice. Its not a tax. Many people would not pay a medical aid if the government facilities were kept up to standard and well mainfained and funded - they are not. You can bleat on as much as you want about the "minority" who are on medical aids but its your comrades who made us make that choice by the mismanagement and plundering of our health system.     After 30 years of democracy, President Ramaphosa should have been focusing on signing the amendment to Section 25 of the Constitution, which would enable expropriation without compensation-a crucial step towards addressing historical injustices and redistributing land. Instead, the focus has shifted to the National Health Insurance (NHI), a policy that doesn't threaten the economic dominance of the minority (white monopoly capital), but rather undermines the interests of the already disadvantaged black working class. The NHI is problematic for several reasons. Firstly, any initiative involving a substantial fund inevitably invites maladministration and embezzlement, given South Africa's history of corruption and financial mismanagement. The establishment of the NHI Fund could become another vehicle for siphoning off public money, detracting from its intended purpose of improving healthcare for all. It’s revealing how differently initiatives are treated based on who supports them. When President Zuma attempted to sign a nuclear deal with Russia to address our energy crisis, he faced fierce opposition and was nearly politically destroyed. Yet, Ramaphosa’s NHI, despite its flaws and potential to harm the poor, is met with a more favorable reception, it is engaged openly and argued simply because he is seen as a more palatable leader. This double standard highlights the inconsistencies in our political landscape and raises serious concerns about the genuine priorities of our leadership. Instead of implementing a flawed NHI, our efforts should be directed towards more pressing issues like land reform and ensuring financial accountability. South Africa cannot afford another mismanaged fund that ultimately fails to deliver on its promises to the people.

    President Ramaposa signed the NHI bill this afternoon and Mr.Mavuso stated clearly that it will be funded by the tax payers and GEMS medical Aid schem,my concern is how safe is our pension on this

    From this, the only thing i get that the health system will follow the same model that is not working under the NHI and might also perpetuate the problem. instead of using the NHI to address the imbalances that are within the health system. We need to recognize that our health system is not holistic and that is what causing an overburden in public health institutions. a proper reform must aim to improve the entire health system and not just a portion thereof.

    Fix existing hosital and employ more nurses and doctors. The fact that some of the people are paying medical Aid Schemes does not mean they have money. We need best hospital for all citizens.

    Are all the Primary health care facilities coping with the current workload and target populations they service? Are all public health facilities well resourced? Are all patients awaiting operations getting the service on time? Its like people are forced to use or fund a system they don't want? This initiative is a noble idea but if one person must pay for their medical aid then subsidies NHI is like the N1 toll fees for GP or SA drivers only while many other commuters from outside SA pass on N1 for free and no invoice followed them to their residential address. If the government fund NHI and my current salary is not compromised because l am taxed it will be fine. If everyone coming outside SA will pay for their medical bill its fine because when l travel outside SA i am made to take a short term health insurance.

    NHI is the right of every citizen. Rich or poor. Rather then criticise every effort by government apply your efforts in finding a workable solution that may address the plight of the underprivileged and all concerned. There is corruption granted. Introduce legislation that will stop corruption in its tracks. There is no room for Neo Capitalists in a civilised society.

    True saying we become like children as we grow older and clearly demonstrated ANC is seriously enjoying playing games like children. We need some grownups to either discipline them or supervise them. Place your vote where it counts to make a grownup difference.     Goodbye to our salaries and pensions. Already there is no staff, no medication,, no working equipment in clinics and hospitals inspite of large amounts of taxes taken from the few working people. No increments for staff members . Few workers will insure the whole world population including the consumer officials who are doing this for theme in the first place. We are finished. Majority is unemployed but will be covered, from what funds?

    This will be the final nail in the coffin for SA. This will be a disaster💯💯and should contested by all means. Shoving this NHI B.S. down our throats is not on. We work hard to be able to afford private healthcare and not be at the mercy of this failed state. NHI is a mess in the U.K. How the heck will it work in South Africa with a broader population that's unemployed, not to mention corruption.
