The fact Bein (Qatari State media) were in control of who could and couldnt own Newcastle and likely threatened to pull the tv deal and the finance with it. Supposed to be an independent process and it wasn't.

Everyone knows why the takeover didn’t go through sooner… BeIN didn’t want it to go through and were trying to use their influence as rights holders to have the takeover rejected, it was pretty evident by Keys and Gray’s outbursts over the takeover at the time that there was an agenda Then couple that with what Staveley claimed when the Premier League tried to stall the first time, that many of the teams in the Premier League tried to influence the assessment (reportedly Liverpool, Arsenal, Everton, West Ham, Spurs, Man Utd)

The controversy at the time was the premier league wouldn't make a call either way. The Saudi's wanted to buy, Newcastle wanted to sell, the deal was done, and for more than a year the premier league never took a vote. The deal nearly fell over, I wouldn't be surprised if somebody in Government said "it's a bad look for everyone for you not to deal with this"
