Yes. Oral contraceptives can REDUCE lactation (which is why it is not recommended within first 6 months) but it is NOT harmful to the children.

Should a baby with breast milk jaundice continue breast feeding

Generally, yes. You can continue breastfeeding when the baby is jaundiced. However, it's worth letting your doctor know about this. I can't give a blanket recommendation either way because it really just depends on the child.
But the mother can eclusively breastfeed when she is HIV positive.
