One week into the re-opening of the South Shore Line passenger railroad at the brand new double-track platform station at the 11th Street stop in Michigan City, Indiana. This train was Westbound to Chicago, IL on Saturday, October 28th, 2023 at 12:42pm CST.

It's called a gauntlet track, as you stated, trains not stopping or servicing the station will use the outer portion of the track.
This new double track will be great for railfans as an increased amount of trains will be coming through
