Easy heroes like Nana ,vexana ,layla should not be dealibg that high damage it is not unfair for hard heroes like kagura,lunox ,gusion moonton is too lazy to balance , they just buff

Kagura can easily outplay those heroes and win 1v1 against them. Those heroes don't have flicker/built in purify like kagura so they have to have strong cc and/or damage.
