I think there are 2 reasons: 1. He's just an NPC for your kingdom. 2. They probably didn't have time to make Twisted Donut Cookie's mechanics to fight in levels, due to not having enough time and developing Tower of Adventures. This is what I believe. It's not confirmed yet.

I have an annoying problem, while I enter the raid mode, I have to wait for over 10 minutes, which is so annoying
