The attacker can only get x % of your max limit on your storages. So lets say your gold storage limit is 10 million and it's completely full the attacker can only get x % out of that. If you buy packs which ignores your storage limits it still applies, meaning the attacker can still only get x % of your storage limit. Meaning in both scenarios the attackers gets equal amount of gold.
