    Thats a very good question. Any initiative for Amazon to be valuable (= meaningful impact) has to generate revenue in billions $$ (eg: AWS) or add incremental users to "Amazon prime membership".This is because Amazon has identified "Amazon prime membership" as the key to winning consumers engagement and their wallet. Prime video is therefore focussed on "adding incremental "Amazon prime members" in the near term as its hard to chase the billion $$ revenue. It may change in future if Prime video can switch the goal post based on the increasing rev or stagnant prime member contribution.
