It wasn't op when it got deleted the first time, they just removed a lot of items for the new season back then. It was built as a 2nd item for waveclear and most players would instead go phantom dancer (Except for Yasuo going shiv+IE).

I watched in slow... the lucian q doesn't miss because of coding, draven just walks up and his hitbox moves right as lucian q completes casting

Lucian mid is a lane bully & snowball champ, so play him like it (get prio, bully in lane, roam with jgler after prio). If u dont win lane its not worth playing lucian, since u cant snowball. If u are even vs a mage eventually u will just lose later.
