lucidity in general is better than magic pen boots on ahri imo. and they are building mr, so not the best idea to build flat pen in your build

Flat pen is just bad into mr but also having lower cd on charm when his team is heavy dmg is just better and more forgiving in fights

why will he buy shadowflame into 4 mercs tho? I think horizon focus or liandres will make sense, but not shadowflame. Also lich bane is just a good item now

Lich game gave MS which is the difference maker here. Ahri does auto a decent amount of time too and she procs it decently well. Shadowflame also does not gave Skill haste which you can see was pretty crucial in this comeback although its still 70% the enemy throwing.

Ahri was always more played like a utility mage in the last seasons, no reason to go burst mage items. You used to pay her Everfrost. Same reason why you go lucidity over sorcerers boots, utility > burst.
