How does it work if you want to file for full custody because the father has fled the country with no intention to return?

I went to family court years back with a lawyer because I live in a different country child support was agreed on but lawyer just stopped responding to me and know the dad hasn't paid since the summer of 2019 how do I get him n Know to be responsible money is divinely not an issue for him
