Both Naruto and Hinata ask him to be act as Naruto's father during their wedding and when Killer B first meets him he immediately recognizes him as the person being in Naruto's heart and the one whose lessons Naruto follows. He may not be given the same amount of screen time as Kakashi or Jiraiya but without Iruka Naruto would not have become neither the hero of the leaf nor the hokage. The story does well in showing just how important he really is. Gaara had a similar understanding with Yashamaru but where he made the mistake of telling Gaara everybody hated him Iruka understood that love was the answer.

Don't know about the clone question but the question's answer I might know . The thing is practically you can change the nagatos rinnegan into a different person and can get access to it . But you need immense chakra like nagato who was an uzumaki . Hope that helps
