How can a landowner install bollards in the pavement area? Shouldn’t they be on the landowner’s land, or is the pavement part of the owner’s property?

Mytchett grove farm entrance; not clear this is a road if you are a pedestrian. I would love to see markings on the pavement and the end of this road as cars come out of here too fast at times. Plus lots of children go past on their way to school. I am so very cautious of my children around this road entrance and around the bollards
