Don't know how it's done in your country but in mine, you never start boiling water with hot water. It has to be cold before you start boiling it, bc the warm water isn't as prosessed as the cold water. Which means it's way dirtier and contains a lot more bacteria. And yes I know boiling the water kills bacteria but still it's just a procaution to only use cold water.

Warm water is for washing dishes, showering etc, cold water is for drinking and making food
