more like they realized they needed one (baby is in a non favorable position for vaginal delivery) and scheduled it for the next hour or so. level 1 or emergency c-sections happen if there is an arrest of normal labor or things are going wrong in the middle of an attempted vaginal delivery so "planned" is more like we know we have to do it before hand not in the middle of
