Why Indian kashmir would not become a free country or join Pakistan? Because there is a clause in UN by former rulers of J&K that If only Pakistan give freedom to Gilgit Baltistan and Azad kashmir, India is obliged to give a referendum or freedom.. So not going to happen unless there is a nuclear war..!

Failed and neglected by successive regimes in my opinion because of its unresolved status as its naturally a rich region with all the overseas remittance the government is to blame or rather Pakistani government as if the infrastructure was in place and the full potential was unlocked would be good for the local economy and the image of Pakistan as there is more stability on this side comparatively to the other side of the LOC and just as breath takingly stunning too.

We don,t have roads like this in our Indian occupied kashmir it has become hell due to non development even there are thousands of pits on main roads
