People with a rudimentary understanding of language can still be compelled to write poetry. And some are talented at it, despite lacking technical knowledge. Professional composers must have that mastery of technical knowledge of nuances, traits, balances, and limitations of instruments and performers. But composition is open to anyone who has something to say, so long as they understand they may not get a live performance of amateur or inconsiderate writing.

I have a hard time understanding how somebody could compose without already having a deep grounding in performing. The comment about having an orchestral instrument is spot on except that too has a limitation for composition - having also a deep grounding in piano is needed. Ideally a composer plays both an orchestral single line and piano.

Can barely play piano, but am a professional composer. Only learned very very basic piano after I became a professional composer because doctoral programs want you to take piano lessons.

it certainly helps a lot to play piano, but you don't need to be very advanced or virtuoso, you just need to be able to test ideas, harmonies. The piano is used to help you imagine the music. The composer must also keep some distance from the piano sometimes.
