I'm pretty sure that is an in game line. I heard him say stuff like "Huh. Like, I guess I'm not mortal." In reference to the push to get him into Mortal Kombat. But it failed. So they confirmed why he couldn't be in it. Because immortals can't enter Mortal Kombat.

My guess is they had the idea for the joke, and they had him join the call because he has a good Shaggy impression, and Lythero just edited it to make it seem like it's seamless. He does that a lot- almost all of his videos include a barely noticeable jumpcut somewhere in them to skip a bunch of footage.

If Harley was interested in a healthy relationship, it would actually be pretty decent. The bonk actually originates from when you hit someone with a frying pan in TF2. So in a sense it was always a frying pan.
