Seems like Pheromosa's Scapegoat meter was disabled. Still, she really strong without it.

It's for balancing purposes. When the Substitute Meter fills, she becomes invincible until the substitute is destroyed, a very final boss-like feature, but for the sake of the showcase, i had to disable it.
