On the Publish to Web issue, that is not an isolated scenario. We specifically went with ArcGIS Map visual because of that at a previous job. We wanted to use Azure Maps, but saw that it did not publish to web and then saw that the legacy maps were going to be replaced at some point. The developer ended up doing a great job and we got a better report, but there was a lot of discussion about this very topic internally.

The Azure Map viz is fundamentally broken even in PBID.. it randomly breaks asking you to "sign in", but there is no where to sign in, and you cant develop with it. It has been like this for months, they dont seem to care about fixing it.
