    These universities all belong to wide range of tiers- NCSU will be my top pick - but its good for Digital Signals design- for Analog and Mixed there are others. What are you looking for in particular? Which sub field within VLSI do you want to get into? Because universities vary based on that as well- don't be swayed by rankings, there's a lot more to university selection process (your profile and career goals being the most important metrics).     For VLSI, all three universities are good. However, both UMN and ASU will cost you twice as much (Tuition fees-$50,000+) as Portland State University (Tuition fees around $25,000). If you look at Return On Investment, Portland State University is pretty good, and you can choose it without any second thought! But if you are Brand and reputation-oriented, you can select UMN. Job outcomes-wise, all these programs are equally good. So, I would pick Portland State University for its low cost, good VLSI curriculum, and Location. Hope this helps!

    If you want to pursue master's in India- I would rather first get a job. 2 years of Work ex gets you better salaries than an MTech degree in India.

    Hey! In most of the Uni's you don't have Masters in VLSI alone, its something like part of electives you choose at masters in Electrical/Electronics engineering

    UF, Gainesville is a well-reputed university for Engineering across all streams- so the MS EE with Electronics Integrate Circuits Track will be a good quality option. Florida also has a strong concentration of VLSI Design-based companies- especially in the Tampa Bay region- with many job postings for VLSI Design Engineer and ASIC Design Engineer roles (Source, LinkedIn, and Indeed).     The jobs in Semi-conductor industry are VERY broad. Really depends on what your education background is. Core VLSI design, IC Manufacturing etc are for ECE/EEE people but again other specialized streams in Materials, Chemical etc can also get in.     The states mentioned are backed by semi-conductor labor market reports in the USA. If you have data that proves otherwise, please comment with the link to the report. It will help students make the right decision.
