Ref needs to stand them up much faster. If you just maintain position, do zero damage, and don’t progress toward a submission, you’re not fighting, you’re just embracing. Give them a minute to get something done and if they don’t manage to, stand them up. Next time, you get 50 seconds. Next time, 40. Pretty soon, they’ll have to switch to fighting, not just lying there maintaining control.
