Nhi bhai, water aur heating ka is apartment me ek average usage k according fix bill hai jo ki update hota h every year according to usage of the individual, suppose agar me jyada use karunga then they will increase the price of both things from next year while if I used less according to the bill that I was paying then they will return the extra paid amount to my bank account😅 Maybe rules variates according to the different housing companies🤨
