Yep, It kinda shows that ethics and responsibility just were not traits considered in this list. Like I personally would put Usopp in last for reasons like that - he avoids taking personal responsibility often, has run from important fights, even left the crew for a while. Crazy to me that he could be put anywhere but last. Franky and Robin too, if you're just going by their vibe, they're probably placed right, but when you judge them by their actions, they're probably among the least ethically motivated people in the crew. Franky in particular, he was a literal Mob boss that did more harm than good to strangers around him before he joined the crew.

Luffy can be serious sometimes and show some maturity like when he refused to fight Bellamy in Mock Town cause he insulted him & Zoro (much like Shanks did with the bandits)! Luffy only took him down after he stole from his friend Cricket! Luffy also shows maturity in how he helps Momo grow as a leader! Yes, Luffy is fun-loving goofball most of the time, but when the chips are down, he can be a surprisingly capable captain & show maturity he normally lacks! Also, Luffy does understand his limitations, admitting how he relies on his crewmates, such as Sanji for cooking, Nami for navigation, Chopper for medical treatment, etc. He also tends to recognize who he needs to defeat in a given situation, such as Crocodile in Arabasta, Enel in Skypiea, Lucci in Enies Lobby!

Usopp would be last, he doesn't take personal responsibility repeatedly, at least in the bulk of the story. Franky probably did more harm than good prior to meeting the straw hats. Robin doesn't have much on her resume either. Luffy may be a selfish goof ball and a food thief, but at least he repeatedly goes out of his way to save people and towns. - with few exceptions no one else on the crew does that without having some sort of personal investment.
