Check out Headlocked Gaming. He provides links to download the game for Windows. It runs on low-end hardware. I play it on an old PC with 4GB of RAM, Intel HD graphics and also on a brand new Beelink SER5 with 16GB RAM, Ryzen 5, and AMD Radeon graphics.

It's a mugen fan creation, not rom. Google "Mortal Kombat 2 Remix Mugen" and you'll find it.

I have this game, and yes it's MUGEN, but it's fantastic! Well worth playing!
