It activates on Cannon, not on others, but pretty sure that he'll got nerf. For max magic pen is 15%, since on PC ver is on his E paasive, not like here, but I like the slow on E.

killing minions gives passive is actually not bad but its probably bug so it will get fix. there 15 max level so max magic pen gonna be %15

in pc, he potentially can be played in jungle but very poor with ganks, since main junglers are built with gank potential skills (eg. Lee Sin, Camille, Kayn, etc)
