Montenegro’s billion-dollar road to nowhere • FRANCE 24 English

In #Montenegro, the #construction of a #motorway to open up the Balkan nation - a project launched in 2014 - is now more than two years behind schedule. With its high environmental and financial costs (more than $1 billion), this pharaonic project has dangerously increased the debt of the country of 600,000 inhabitants. FRANCE 24 investigates. The work is being financed by a Chinese bank and largely carried out by a Chinese state-owned company and a local firm close to the previous government, which signed the deal. But if Montenegro defaults on its loan, the contract stipulates that the country must relinquish sovereignty over certain parts of its territory. This burden on the country’s new government has aggravated the strong suspicions of corruption around the building site.

    Factual title as road does go to nowhere .......... when 2nd/3rd phase finished will link Serbia border to Adriatic Sea bringing significant tourist, shipping and industry to Montenegro.

    There is lots to weigh and much to be concerned / critical about in this project, but I question France 24's headline, "Road to Nowhere." It is a road to the north of the country which would provide greater road safety, economic links and easier border crossings into Serbia. I do not see why France 24 would use this headline. Surely, the corruption concerns and Chinese mismangement of the project are more important.

    Because Montenegro is moving back to Serbia ia and Russia. Easy. If you don't behave properly you are going to be punished. Usually they start to undermine the local government with these kind of reportages which blackhadow its reputation. Than NGOs start to prepare the ground for the last of a long series of organge revolutions backed up by tbe US. It's the same old story.

    yeah the balkan countries urgently need better roads, highways and infrastructure in general. the roads in Serbia south of Nis were also in terrible condition, I hope the Chinese fixed them in the last years.

    They should ask a French company to build the road.They have experience from the monumental infrastructure projects they have fulfilled in Maroko,Algeria,Vietnam,Madagaskar,Senegal.Modern ,low cost and still in good condition..Sorry I forgot Rwanda.

    Germany and Turkey construction companies showed interest in building the highway but the contract was awarded to China.

    Bemax of course is corrupt. But in a country so tiny in population there is no second construction company. Even from a corruption perspective it's better to have the company in the state than a decent foreign contractor since Montenegro isn't part of a tight economic union.

    1:02 if the construction was done by US and EU then there would be no debt and no enviornmental destruction. Infact you guys would pay Montenegro for the privilage to build a road and you would plant a lot more trees. Also just becouse it doesnt comnect Monenegro to the EU doesnt mean its a road to nowhere

    How about the problem being cutting corners in building infrastructure-from studies on whether particular infrastructure pieces are feasible to building without respect to nature, and dumping trash in random places that don’t belong to them?

    They are built differently, yes. Environmental studies have to be performed and guidelines followed durig the construction. Additionally, construction companies cannot simply dump waste wherever they want on other people's property.

    It was never about the discussion of benefits for the people of Montenegro, cost of buiding it now against future, the trade-off etc. It is just about the naratives; if French financed and built it, the news would sound positive. Unfortunately it was the Chinese who financed and built it, the naratives has to be negative. This is how it is with FRANCE 24 ENGLISH.
