Nice proposal but really the status of that is not urbanise its according from ordinance, structure to be built in that property specially Marine protected area is not allowed to-be build any permanent structure spacially in the sea shore lines, mangrove ares, marine areas and etc... Strictly not prohibited to reclaim the said protected area because this area of the bay is part of the tañion straight. This bay or some parts of the private land is being monitor by the national government because this is the public interest and environmental issues. Before to plan anything please be mindful of the Philippines constitution specially lands, urban developments, environment, and role of law.
