That's the main point of meditation, to do meditation it's not the surrounding to be necessarily quiet, but it's your inner thoughts and mind which should be felt quiet and free from any distractions during meditation

For the beginner quite surrounding is most important thing to meditate, but you have to adapt the noise slowly to became a pro meditator.
