He wears the translator device because the Ithorians are unable to speak the Galactic Basic Standard language due to them have two mouths located in both sides of their necks.

Man that translator is sure good, it even translated his death sounds

Translator collars were translating vocoders which translated Ithorese into Galactic Basic Standard, as the Ithorians were incapable of speaking the widely spoken language. They were usually worn over the top of one's neck.

Unless some individuals whom were interpreters or specialized elites were able to understand basic Ithorian like Revan whom understood Basic, Mandalorian, Ithorian, Felucian, Selkath, etc.

Most Ithorians are peaceful, kind and honest rather than double-crossing, corrupt scoundrels like him.

Mok Shaiz eventually joined the Fett gotra and became the CCS's vassals in my creative writing. Dokk Strassi, Garfalaquox, and the unidentified Klatooinian don also joined the CCS as well.
