Yes frying vegies is not healthy but brings taste as surface gets rough and tends to absorb spices flavor. The frying method is not done in everyday cooking here in India but only occasionally .

Probably children of workers who work on farms. Most likely this is place is in India (Punjab). I don't think kids are that poor, it is just the way granny family wants to share their food and love.
